OEE standardisation

Recently, I've been reading a lot about and thinking about OEE measurements. I've read several documents that describe solutions for specific machines. My collegue supplied me with a good document specifically written for packaging machines.
After some discussions I found that most record events and then link a machine status to that event. For example:
- Event = machine stopped @
- Machine status = (non limitative)

• Status of the different parts of the machine
• Alarm list
• counters for product
• ...

I'm trying to think up a (generic) method to work with OEE:

• How do we cut-up the machine / production line
• Reference speed / reference quantities / quality targets
• types of STOP events
